DoD Hap Program 

The Department of Defense Homeowner Assistance Program was created to offer benefits to military and civilian employee homeowners in Northern Virginia who face difficulty selling their home when they are forced to move as a result of an announced base closure or BRAC announcement. To participate, you must have purchased your home prior to July 1, 2006.

While this DoD HAP program has been in place since 1966, it has recently been expanded to provide coverage for:

  • Military service members (including the Coast Guard) or federal civilan employees (including non-appropriated fund) assigned at or near the installation announced for closure or realignment
  • Personnel transferred or terminated within six months prior to the announcement who were owner-occupants at the time of transfer
  • Civilian and military personnel on overseas tours who transferred within three years prior to the announcement and who are homeowenrs inthe area
  • Civilian employee homeowners on overseas tours with reemployment rights in the area affected by the announcement
  • Military member homeowners ordered into on-post housing with six months prior to the announcement
  • All applicants must have been the owner-occupant of their homes for which assistance is being requested on the announcement date
  • A Non-Approriated employee who was assigned at the installation on the closure/realignment announcement date may also apply
  • Personnel transferred or terminated within six months prior to the announcement who were owners on March 3, 2010
  • In addition, applicants must be relocating beyond commuting distance (50 miles) from the area

Benefits are also extended to wounded service members and surviving spouses (wounded or death after September 11, 2001).

To get started with the DoD HAP Program, download and complete the following documents. 

For information on tax exemptions on the Expanded HAP Benefits, click hereThe expiration date for the DoD Expanded HAP program is September 30, 2012 so it is imperative that you apply for the program as soon as possible.

Upon completion, mail the documents directly to the Savannah Regional Office:

For added convenience, you may email a legible copy of your documents to us at HAP@MyPrivateShortSale.com and we will submit your completed application to the Savannah office.
